Where are these people in Sunday clothes going? They're leaving the dock on Toloas, Chuuk, and heading for the field where they will welcome the new High Commissioner. It is 1953 and HiCom has just paid his first visit to the Trust Territory. Toloas was still a candidate for the new territory headquarters.
