German officials were forced to respond to typhoons, like the one that leveled Woleai in 1907.  Here Francisco Villazon, a Spanish trader, surveys the damage done by the typhoon.  The Woleai people in the background are the survivors of a disaster that took over 200 lives.  Three other major typhoons struck the area between 1905 and 1907.
