The old Yap Legislature building was built on the site of a Japanese shrine. Despite Japan's tremendous economic development of the islands, little was done to encourage political participation. Micronesian involvement in political process started with the legislatures. From the early 1950s on, as the legislatures were chartered in each district, Micronesians began assuming positions of political leadership.
