| In this photo we see the Truk (Chuuk) Legislature in session in 1957. Most legislatures met only once or twice a year, and their power was limited. Control of the money�and many other things�remained with the High Commissioner's office. Even if they enjoyed little real power, Micronesians at least had some forum for expressing themselves publicly. |
