By the mid-1960s, the US administration was announcing its policy of "Micronesianization"� that is, appointing Micronesians to high-level government positions whenever possible.  Dwight Heine, who already had held responsible positions in the government, was appointed District Administrator of the Marshalls in 1966.  In this photo Heine is flanked by High Commissioner Goding and another administrator.
