| Traditional chiefs on Kosrae had long since disappeared, but the island held leadership conferences just the same. Attending one of these conferences, in 1976, were: (left to right) Pastor Erafe Tosie, Franklin James, Luther Cornelius, Alex Palis, and Otnael Edmond. Although sometimes referred to as "chiefs," the men shown here served as magistrates for the sections of Kosrae. |
