| Beginning about 1960, select leaders were brought together from all parts of Micronesia to meet. This photo shows Trust Territory officials addressing an inter-district leadership conference in 1960. A year later, these conferences would give way to the Micronesian Council, the predecessor of the Congress of Micronesia. |
