Fr. Hugh Costigan works with a young Pohnpeian on the farm in Madolenihmw. Before he founded PATS in the early 1960s, Fr. Costigan organized housing coops and started farm projects for the people of Pohnpei. He was a leading figure in social and economic development for years.
